Weinberg Commons is an affordable housing project located in Southeast Washington, D.C. comprised of three 1960’s era brick and block buildings with single pane, aluminum frame windows. All three buildings, totaling 37 two bedroom apartments, were retrofitted using the same assemblies and systems. Building ‘C’ on Southern Avenue is a Certified Passive House. To be a passive structure, a building must meet four criteria; the building should minimize the amount of heated or cooled air it loses, the house must not exceed 15 kilowatt-hours per square meter to heat/cool the interior, the heating/cooling system and appliances cannot exceed a peak amount of 120 kilowatt-hours per square meter, and limit the amount of energy it takes to heat a square foot of living space on the coldest day of the year to 68 degrees.
Having an estimated construction cost at $10 million, the buildings feature insulation under the roof and walls and triple paned windows that swing shut to create a tight seal. The strict energy standard that the Passive House certification applies itself to translates to increased energy efficiency for all three buildings. A dozen units will be affordable for households with incomes at 30 percent or less of the area’s median income, and 24 units will be affordable for households with incomes at 60 percent or less. DC Mayor Vince Gray attended the ground breaking ceremony and stated, “I’m sure there are all these terrific explanations of what [Passive House] is and how it works, but you know what it really means to these families that are going to live in these buildings? It means they will pay almost nothing for utilities!” The explanations truly are terrific, but it couldn’t have been achieved without a holistic and analytical design spearheaded by the renowned architecture firm Zavos Architecture + Design in conjunction with Advanced Consulting Engineering, PC’s senior engineering staff.
